L’Ecole des cadets de la Police des Impôts de Moscou est un établissement qui est fondé sur le modèle des écoles de cadets Russes destinées, sous le régime du tsar, à former une élite de militaires et de fonctionnaires. Les élèves ont entre 10 et 15 ans. Ils sont habillés en tenue militaire au quotidien et sur leur manche il y a un écusson avec un tigre et deux épées avec le slogan « foi, vérité, loi ». L’année scolaire se termine par un camps d’été forcé, de trois semaines à Kostroma, à 300 kilomètres de Moscou. Sur une base militaire, ils suivent un entraînement rigide, maniement d’armes, utilisation de masques à gaz, sport intensif. Le tout dans un cadre militaire vétuste.
